If you see my western front, it has eight tribal states, with seven of them merged in a defensive league. you have to go in the culture tab (there is a button under political inflence, iirc ) youll see all the cultures in your empire. At the end of the day both are valid playstyles. Each region in a country has a certain army strength based on its non-slave integrated culture population, which be either raised as a levy under the command of the region's governor or recruited to form part of a legion based in. B) Your generals are chosing to sack/slaughter the people, killing too many pops and leaving them empty, you cant chose for your other generals. I believe one is forced to make army groups to deal with them as they come with 6-8 different armies. These tribal states keep on having huge hug-fests and make massive defensive leagues and alliances. It also gives you the advantage to keep the commander with higher martial in the front and the weaker one as the follow.
